The architect of the Richardsonian Romanesque structure at 110 S. Washington Street, M.E Bell, served as the architect for the Treasury Department building in Washington, D.C. Records at the Naperville Public Library show that self-taught and orphaned immigrant James L. Nichols, who became a college professor and publisher, bequeathed $10,000 to the city in 1895. Unable to experience books as a child when circumstances prevented it, he hoped to provide access to them for Naperville’s children.
